It happens gradually. One extra adapter goes in when a new desk is added, then another when the printer moves, then a fan heater appears every winter. Nobody plans an overloaded socket, it just accumulates, plug by plug, until the cable is warm to the touch and nobody has noticed.

Yes. Every cable, socket and plug is rated to carry a maximum current safely. Push more current through it than it is rated for, and the cable heats up. Kettles, fan heaters, microwaves and space heaters draw far more current than laptops or phone chargers. Putting two or three high-draw appliances on the same extension lead is a common and serious overload, even if the lead only has a handful of things plugged into it.
