What Is BS 9999?


BS 9999 is a British Standard code of practice published by the BSI (British Standards Institution). Its full title is Code of practice for fire safety in the design, management and use of buildings.


It was first published in 2008, when it part-replaced BS 5588 (Fire precautions in the design, construction and use of buildings). The current version was published in 2017.


Unlike Approved Document B, which provides prescriptive guidance for common building types, BS 9999 takes a risk-based, performance-led approach. This makes it particularly suited to complex, large or atypical buildings where a one-size-fits-all approach to fire safety is not appropriate.


How BS 9999 Differs from Approved Document B


Approved Document B tells you the minimum standards your building must meet under the Building Regulations. It works well for most standard building types.


BS 9999 goes further. It gives designers, facilities managers and fire safety professionals a framework for achieving acceptable levels of fire safety through compensatory measures and performance-based design. For example, a building with longer travel distances to an exit might compensate by installing a more comprehensive sprinkler system.


This risk-based approach also means the standard considers human factors such as occupant mobility, building familiarity and the complexity of evacuation routes.

  • Guidance on watermist fire suppression systems, included for the first time in recognition of growing industry adoption.

  • Expanded guidance on voice alarms, acknowledging that these are more effective than conventional sounders in complex or high-occupancy buildings.

  • An expanded fire growth rates table providing more detailed information for a wider range of building uses.

  • Updated recommendations for smoke and heat control systems, fire curtain barrier assemblies, mechanical ventilation and air conditioning systems, shopping complexes and ducting.

How BS 9999 Relates to Passive Fire Protection


Passive fire protection (PFP) is the group of fire safety measures built into the fabric of a building. Unlike active systems such as sprinklers or alarms, passive fire protection works continuously without any trigger or human intervention.


The three core elements of passive fire protection are fire compartmentation, fire doors and fire stopping. Each must be designed and maintained to meet the performance requirements set out in BS 9999. Compartmentation and BS 9999


BS 9999 specifies that compartmentation must be sufficient to limit fire spread and give occupants enough time to escape safely. The standard provides guidance on the size, location and fire resistance ratings of compartment walls and floors.


Where a building's layout does not allow for standard compartment sizes, BS 9999's risk-based approach allows for compensatory measures. These might include enhanced detection, suppression systems or modified evacuation strategies.


Any passive fire protection work carried out as part of a refurbishment or fit-out must not compromise the original compartmentation. Penetrations through walls and floors for services such as cables, pipes and ducts must be properly sealed with fire stopping materials that meet the required fire resistance rating.


Fire Doors and BS 9999


Fire doors are a critical component of compartmentation. BS 9999 sets out requirements for fire door performance, including resistance ratings, self-closing devices and the maintenance of door sets.


Under the Fire Safety (England) Regulations 2022, responsible persons in multi-occupied residential buildings over 11 metres must carry out quarterly checks on communal fire doors and annual checks on flat entrance doors. BS 9999 requires that penetrations be sealed using tested and approved systems. The materials used must be appropriate to the type of penetration and must achieve the required fire resistance rating.


Common failures include the use of non-tested or inappropriate sealants, incomplete sealing around cable bundles, and damage to fire stopping caused by subsequent building works. Regular fire compartmentation surveys are essential to identify and remediate these failures.



The Building Safety Act 2022 and Its Impact on Compliance


The Building Safety Act 2022 and the Fire Safety (England) Regulations 2022 have significantly strengthened the legal framework around fire safety in UK buildings.


The Fire Safety Act 2021 clarified that the Regulatory Reform (Fire Safety) Order 2005 applies to the structure, external walls (including cladding) and individual flat entrance doors. The 2022 Regulations then imposed new duties on responsible persons, particularly for high-rise residential buildings.


For high-rise buildings (18 metres or above, or seven or more storeys), responsible persons must:


  • Share information about external wall systems with local fire and rescue services.

  • Keep floor plans and building plans in a secure information box accessible to firefighters.

  • Install wayfinding signage visible in low light conditions.

  • Carry out at least monthly checks on firefighter lifts and essential firefighting equipment.


For all multi-occupied residential buildings, responsible persons must provide residents with relevant fire safety information.


While these requirements focus on residential buildings, they signal a clear direction of travel for all building owners. The Building Safety Regulator now has oversight of higher-risk buildings, and enforcement activity is increasing across all building types.


BS 9999 provides a recognised framework for demonstrating compliance with these higher expectations. Buildings that can show a robust, risk-based approach to fire safety, supported by regular audits, documented maintenance and competent contractors, are far better placed in the event of an inspection or enforcement action.



How to Stay Compliant: A Practical Guide


Staying compliant with BS 9999 and the wider legislative framework requires a proactive approach. Here is what responsible persons and building owners should be doing.


Ensure your fire risk assessment is current and competent. A fire risk assessment must be reviewed regularly and updated whenever there is a material change to the building or its use. Carry out a compartmentation survey. A compartmentation survey identifies breaches in fire-resistant walls, floors and ceilings, including penetrations that have not been properly sealed. This is the only way to know whether your passive fire protection is performing as intended.


Inspect and maintain fire doors. Fire doors must be inspected regularly, with defects recorded and remediated. Responsible persons in residential buildings with communal areas now have statutory inspection intervals under the Fire Safety (England) Regulations 2022.


Appoint competent contractors for passive fire protection work. Common Passive Fire Protection Failures Under BS 9999

  • Unsealed or poorly sealed cable and pipe penetrations through compartment walls and floors. This is one of the most widespread failures found during compartmentation surveys.

  • Fire doors fitted with incorrect intumescent strips, damaged seals or non-compliant hardware. Even a small gap between a fire door and its frame can significantly reduce its effectiveness.

  • Compartment walls breached during building works and not properly reinstated. This is particularly common following electrical, mechanical or HVAC fit-outs.

  • Fire stopping materials that have shrunk, cracked or been damaged over time and have not been inspected or replaced.

  • Buildings where original fire strategies have become outdated due to changes in use or occupancy, but the fire strategy document has not been updated.
