Introduction


The FIFA World Cup 2026 is one of the most significant sporting events in history. For the first time ever, it will span three host nations: the USA, Canada, and Mexico. With 48 teams and 104 matches, the scale of this tournament is unprecedented.


For UK-based contractors, the World Cup 2026 is creating real opportunities. Training facilities, broadcast studios, hospitality suites, fan zones, and supporting infrastructure are all being upgraded or purpose-built. Whatever your involvement, one principle holds: large public venues are among the most heavily regulated environments in the built environment. If your team is delivering any part of a World Cup stadium or related project, compliance with UK fire safety and electrical legislation is not optional. Here are the five compliance areas you cannot afford to overlook.



Tip 1: Commission a Fire Risk Assessment Before Any Venue Opens to the Public


A fire risk assessment is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005 for all non-domestic premises. For large public venues such as stadiums, the assessment must be comprehensive, site-specific, and reviewed whenever significant construction or refurbishment work is carried out.


Stadium environments present unique fire risk challenges. Large footfall, complex means of escape, temporary structures, catering facilities, and high-density electrical installations all need to be considered. An assessment carried out before construction is not a substitute for a reassessment once the building work is complete.


Contractors handing over a venue should ensure a full fire risk assessment is in place before the client takes occupancy. If your scope of works has materially changed the building, you have a duty to flag this to the responsible person so that the assessment can be updated.


What the Assessment Must Cover


A compliant fire risk assessment for a large venue must address: the means of detection and warning; means of escape including emergency routes and exits; fire-fighting equipment; emergency lighting; and the fire safety management plan. It must also identify the people at risk, including members of the public, and specify the actions required to reduce that risk to an acceptable level.



Tip 2: Install and Certify Passive Fire Protection


Passive fire protection is the system of building elements designed to contain fire and limit its spread through a structure. In stadium environments, this is critical. A fire that breaches compartment walls or travels through service penetrations can reach large numbers of people before a manual evacuation can be completed.


Passive fire protection for stadium projects includes fire compartmentation, fire stopping around service penetrations, fire-resistant walls and floors, and fire doors. Third-Party Accreditation Is Not Optional


For stadium and large venue projects, specifiers and duty holders should only appoint fire stopping and compartmentation contractors holding accreditation from a UKAS-accredited body. BM TRADA Q-Mark and IFC Certification are the two most widely recognised schemes in the UK. Unaccredited installation carries significant liability risk and is increasingly scrutinised by enforcement bodies and insurers.



Tip 3: Complete Fixed Wire Testing on All Permanent Electrical Installations


An Electrical Installation Condition Report (EICR) -- commonly known as fixed wire testing -- is a formal inspection and test of a building's permanent electrical installation. It is a legal requirement under the Electricity at Work Regulations 1989 for any permanent electrical installation in a non-domestic premises.


For stadium projects, fixed wire testing is typically required at handover stage and must be carried out before the venue is occupied. What Contractors Need to Know About Handover


Contractors delivering electrical installations should ensure that all circuits are tested and documented before handover. The EICR must be carried out by a competent qualified electrician. The completed report must be provided to the client as part of the handover pack, alongside all O&M manuals and test certificates for individual circuits and equipment.



Tip 4: Test Emergency Lighting to BS 5266 Before Public Occupation


Emergency lighting is a life-safety system. In a stadium or large venue, it is the primary means of guiding thousands of people to safety in the event of a power failure or fire. Getting it wrong is not an administrative oversight -- it is a risk to life.


Emergency lighting testing must comply with BS 5266-1:2016 and BS EN 50172:2004. This requires that all emergency luminaires are tested at commissioning stage, with a full rated-duration test (typically three hours) carried out before the venue is open to the public. Certificates must be produced and retained.


For stadium projects, emergency lighting must cover all escape routes, exit signs, and high-risk task areas. In large venues with complex layouts, a lighting design review is advisable at the planning stage to ensure all areas achieve the minimum illuminance required.

The Construction (Design and Management) Regulations 2015 (CDM 2015) place a legal duty on principal contractors to ensure that all subcontractors are competent to carry out the work they are appointed to do. For fire safety and electrical work on a public venue, this means more than checking a business's website -- it means verifying qualifications, accreditations, and insurance before work begins.


For stadium projects specifically, duty holders should expect to demonstrate to the Building Safety Regulator, the local fire authority, or insurers that every contractor involved in fire safety or electrical compliance work was competent and appropriately accredited. Documentation gaps -- even if the actual work was carried out correctly -- can cause significant problems at handover and during future inspections.


What to Retain for the Health and Safety File


Under CDM 2015, the principal designer and principal contractor are responsible for compiling the Health and Safety File.
